Tali-lehë Bî

Tali-lehë Bî (/ˈtali/ /ˈlehë/ [best] [arsenal]) is a subtropical Town located in the Lëcêngthëvi Zone of the Union of Engineers.

The name Tali-lehë Bî is derived from the Iron Elvish language, as Tali-lehë Bî was founded by Tsëd Shëg̈mëm, who was culturaly Iron Elven.

Climate

Tali-lehë Bî has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a pleasant 23°C (73°F). Tali-lehë Bî receives an average of 284 cm/y (111 in/y) of precipitation, most of which comes in the form of rain during the summer. Tali-lehë Bî covers an area of nearly 5 km² (2 mi²), and an average elevation of 2902 m (9520 ft) above sea level.

Overview

Tali-lehë Bî was founded durring the late 17th century in early summer of the year 1592, by Tsëd Shëg̈mëm. The establishment of the new community went well, with no major obsticles durring construction.

Tali-lehë Bî was built using the conventions of Iron Elven durring the late 17th century. Naturaly, all settlmentss have their own look to them, and Tali-lehë Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Tali-lehë Bî is buildings are speckled and packed arround restrictive cobblestone streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of Tali-lehë Bî's size could have. Unfortuantly, these well-designed, yet cheep are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

A look around Tali-lehë Bî makes it abundantly clear the town suffered something horrible some time ago. It's as if the town itself is depressed. Smiles are few, cheer is nowhere to be had. Everyone quietly goes about their daily business not looking anyone in the eye.

Civic Infrastructure

Tali-lehë Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Tali-lehë Bî.

Tali-lehë Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Tali-lehë Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Tali-lehë Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Tali-lehë Bî's public wards, blessings, and other arcane systems.

Tali-lehë Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Tali-lehë Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

The locals are convinced that there is some terrible threat against them working from within their society. It may be a matter of dark sorcerers, foreign spies, traitorous neighbors, shape shifting monsters, or some other hidden evil. This evil may be a recent fear, or it may be an inherited peril they’ve always had to guard against. The danger itself may or may not exist, or if it exists it may not justify the steps being taken.

Tali-lehë Bî's chapel was built using a different architectural style from the rest of the town. The style used which employed abundant symbolic geometry, using pure forms such as the circle and square, and plans are based on often symmetrical layouts featuring rectangular courtyards and halls. These structures were is decorated with carved stone or stucco reliefs and made use of colorful stone mosaics..

In Tali-lehë Bî snow is warm to the touch and does not melt within city limits. Also it only happens during summer.

The Ifrit near Tali-lehë Bî are known to be quite timid.

Tali-lehë Bî's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves long periods of drunkenness to channel Elven High Magic energies of tier 1 via throat singing.

Economy

In time immemorial, reportedly some time during the late 2nd century the Kami granted the town a great harvest. One of Tali-lehë Bî's local festivals commemorates this miracle.
